विराटनगर – 23 Nov-2020 नेपाल का नागरिक विमानन प्राधिकरण विराटनगर हवाई अड्डे को International Airport upgrade करने के लिए 126.46 बीघा भूमि का अधिग्रहण किया था। संघीय सरकार की 11 Nov 2020 को हुई कैबिनेट बैठक में प्राधिकरण को इस हवाई अड्डे का विस्तार करने और इसे अंतरराष्ट्रीय हवाई अड्डे के अनुरूप बनाने के लिए 126.46 बीघा भूमि अधिग्रहण की अनुमति दी गई थी।

इससे पहले, 19 अक्टूबर 2020 को एक त्रिपक्षीय समझौता हुआ था कि एनटीए हवाई अड्डे को अंतरराष्ट्रीय हवाई अड्डे अपग्रेड करने के लिए। और 3,000 मीटर रनवे के निर्माण के लिए अधिग्रहित की जाने वाली भूमि के मुआवजे का 50 प्रतिशत नेपाल प्राधिकरण और 40% प्रदेश सरकार और 10% प्रतिशत विराटनगर मेट्रोपॉलिटन सिटी वहन करेगी। 1968 AD भारतका लगनी में स्थापित किया गया ए एयरपोर्ट। हवाई अड्डे का वर्तमान क्षेत्र 119 बीघा और 8 कट्ठा है और रनवे की लंबाई 1,500 मीटर है। पिछले वर्ष नेपाल प्राधिकरण ने 690 मिलियन रुपए के मुआवजे पर हवाई अड्डे के पूर्व की ओर उत्तर और दक्षिण की ओर 26 घरों सहित 4 बीघा और 8 कट्ठा भूमि का अधिग्रहण किया था।

वर्तमान में हवाई अड्डे के दक्षिण और उत्तर तार जाल के बीच की दूरी 212 मीटर है। उस तार की जाली के बीच में एक रनवे का ट्रैक है। विराटनगर के नागरिक उड्डयन प्राधिकरण के प्रमुख उत्सव खरेल ने बताया कि केशालिया नदी के पश्चिम में भूमि का अधिग्रहण किया जाएगा। जो रनवे के मध्य बिंदु से कम से कम 150 मीटर दक्षिण और 150 मीटर उत्तर में होगी। खरेल ने कहा कि भूमि अधिग्रहण की मंजूरी मिल गई है लेकिन विस्तारित रनवे के बारे में अभी कुछ कहना संभव नहीं है क्योंकि अभी तक पूरा ब्योरा नहीं मिला है। उन्होंने कहा, “यह निश्चित है कि पश्चिम की ओर की भूमि वर्तमान रनवे से 150 मीटर दक्षिण और 150 मीटर उत्तर में अधिग्रहित की जाएगी।”वर्तमान में उत्तर-दक्षिण चौड़ाई 90 मीटर से 150 मीटर तक है। खरेल ने कहा, “इसे 150 मीटर चौड़ा बनाया जाएगा। तथा टर्मिनल भवन के उत्तर में कुछ और भूमि अधिग्रहित की जाएगी।”

विराटनगर हवाई अड्डे के विस्तार परियोजना से प्रभावित स्थानीय लोगों ने विरोध प्रदर्शन किया। उन्होंने चेतावनी दी है। अगर यदि सरकार उचित मुआवज़ा देने या भूमि पंजीकरण प्रक्रिया को रोकने वाले प्रावधान को हटाने की उनकी मांगों को पूरा करने में विफल रहती है। तो वे कड़ा विरोध करेंगे। Biratnagar के निवासी। जिन्हें Biratnagar Airport अड्डे के बढ़ानेके लिए उनकी भूमि अधिग्रहित करने के सरकार के निर्णय के बाद उनकी भूमि का व्यापार करने से रोक दिया गया था। सोमवार को मोरंग जिला प्रशासन कार्यालय और मुख्यमंत्री कार्यालय के सामने विरोध प्रदर्शन किया।

Koshi सरकार ने Domestic हवाई अड्डे के बढ़ाने का हवाला देते हुए हवाई अड्डे के आसपास 350 परिवारों के स्वामित्व वाली 126 बीघा भूमि के भूमि पंजीकरण को रोक दिया है। 12 November, 2020 को एक कैबिनेट बैठक ने Nepal Civil Aviation Authority को हवाई अड्डे के विस्तार परियोजना के लिए 126 बीघा भूमि अधिग्रहण करने की अनुमति दी थी। भूमि अधिग्रहण पर 5 अरब रुपये खर्च होने का अनुमान है। दक्षिण-पूर्वी नेपाल में हवाई अड्डे के क्रियाकलाप पर लगभग 15 अरब रुपये खर्च होने की उम्मीद है। और हवाई अड्डे को अंतरराष्ट्रीय सुविधा में अपग्रेड करने के लिए एक नया टर्मिनल और मौजूदा रनवे की लंबाई से लगभग दोगुना रनवे जोड़ा जाएगा।

Biratnagar हवाई अड्डे के प्रमुख उत्सव खरेल के अनुसार, 1,500 मीटर के रनवे को 2,500 मीटर तक बढ़ाया जाएगा। जिससे यह एयरबस ए A320 और बोइंग 737 Handle Narrow- Body Jets को संभालने में सक्षम होगा। सरकार ने पंजीकरण प्रक्रिया को रोकने के बाद Mar – Apr 2021, में भूमि मालिकों को तीन-पीढ़ी के विवरण के साथ जमीन के मुआवजे का दावा करने के लिए बुलाया था। हालांकि, पिछले दो वर्षों में मालिकों के लिए भूमि मुआवजे के तहत सरकार द्वारा कोई बजट आवंटित नहीं किया गया है। सोमवार को प्रदर्शनकारियों ने मुख्यमंत्री राजेंद्र राय और मुख्य जिला अधिकारी काशी नाथ दहल से मुलाकात की और एक सप्ताह के भीतर मुआवजे की मांग करते हुए एक ज्ञापन सौंपा या भूमि पंजीकरण प्रक्रिया को रोकने वाले प्रावधान को हटाने की मांग की।

स्थानीय लोगों ने मांगें पूरी नहीं होने पर आगे विरोध प्रदर्शन करने की चेतावनी दी है। एयरपोर्ट संघर्ष समिति के अध्यक्ष बेदराज पौडेल ने कहा। “सरकार ने पिछले दो सालों से हमारी ज़मीनों की पंजीकरण प्रक्रिया रोक दी है। इसलिए हमें पैसे की सख्त ज़रूरत के समय किसी भी वित्तीय संस्थान से पैसे के लिए उनका व्यापार नहीं कर सकते।” “हम केवल यह मांग कर रहे हैं कि Government हमें मुआवज़ा दें या हमारी ज़मीनों की पंजीकरण प्रक्रिया फिर से शुरू करें।”

पौडेल ने कहा कि सरकार के फ़ैसले और निष्क्रियता से प्रभावित स्थानीय लोग अपनी संपत्ति को बेच या अपने परिवार के बीच बाँट नहीं पाए हैं। सरकार के फ़ैसले से प्रभावित लोगों में से एक सबीना मगर ने कहा कि वह इस दुविधा में हैं। कि अपने घर की टपकती छत को ठीक करवाएँ या नहीं। क्योंकि उन्हें डर है कि उन्हें कभी भी बेदखल किया जा सकता है। मगर ने कहा, “मेरी छत में लगी नालीदार जस्ता चादरें टपक रही हैं। और मानसून की शुरुआत के साथ, घर के अंदर रहना मुश्किल हो गया है। मैं नई जस्ता चादरों पर पैसा खर्च नहीं कर सकता क्योंकि मुझे किसी भी दिन मेरे घर से बेदखल किया जा सकता है।”

इस बीच, पौडेल ने कहा कि प्रभावित स्थानीय लोगों को सड़कों पर उतरने के लिए मजबूर होना पड़ा। क्योंकि, सरकार ने उनकी तीन पीढ़ियों का ब्यौरा पेश करने के दो साल बाद भी भूमि मुआवजे के लिए बजट आवंटित नहीं किया। पौडेल ने कहा, “हमने अपनी जमीन के मुआवजे का दावा करने के लिए सरकार को अपनी तीन पीढ़ियों का ब्यौरा पेश किया था। “लेकिन सरकार ने न तो बजट आवंटित किया और न ही हमारी जमीनों की पंजीकरण प्रक्रिया फिर से शुरू की, इसलिए हमें विरोध करने के लिए मजबूर होना पड़ा।”

इसे सीधा Koshi प्रदेश और Madhesh प्रदेश का आम जनता को फाइदा होगा

अभी हाल ही में Nepal का Local News Grameen Khabar को बताया है Nepal Civil Aviation Authority का अनुसार बहुत ही जल्द Biratnagar International Airport में Upgrade करने बाले है। जो पुराने Terminal कक्ष को तोड़ कर नए टर्मिनल कक्ष बनारहे है । जो अभी Domestic Level का Flight होरहाहै । ये Kathmandu से बिराटनगर तीसरा स्थानपर संचालित है । जो Biratnagar Airport Domestic Level उड़ान के लिये अभी भी पूरा Facilities मौजूद नहीं है । जो Domestic Airport में होनी चाहिए । अगर ये Biratnagar International Airport में Upgrade होती है। तो इसे सीधा Koshi प्रदेश और Madhesh प्रदेश का आम जनता को फाइदा होगा जो Gulf और Europe देशोमे रहतेहै । और एक आकड़े के मुताबिक नेपालका ज्यादातर कामदार मधेश प्रदेश से बिदेशो में रहते है । इसे सबसे ज्यादा मधेश प्रदेश बाशी को फाइदा होनेवाले है । Biratnagar International Airport Upgrade होने से नेपाल का ए प्रमुख सिटी का बाशिन्दा को भी अच्छी लाभ होंगे।

नेपाल का Biratnagar International Airport Upgrade होने से। ये प्रमुख सिटी को लाभ होगी Birgang, Janakpur, Dharan, Biratnagar, Inaruwa, Itahari, Rajghat, Urlabari, Damak, Birtamod, Jhapa और Mechinag सिटी शामिल है। और बिराटनगर हवाई अड्डे से ए सभी स्थान पर जाने के लिए 6 घण्टा से 8 घण्टा अधिक से अधिक समय लगनेका अनुमानि समय होसकता है । जो की काठमांडू से सभी स्थान पर जानेके लिए 12 घण्टा से 18 घण्टा अधिक समय लगता है। अभी जो बनरहा है टर्मिनल भवन वो बहुत ही बिशाल है। और जो नेपाल में अन्तराट्रीय हवाई अड्डों को टक्कर देसकता है। इसमे जो अन्य अंतराष्ट्रीय हवाई अड्डों में सुबिधा होता है।  उससे कई अधिक सुभीधा होसकता हैं। ए टर्मिनल आनेबाले दिनोमे यात्रु का ज्यादा चाप होसकता इसका नजरअंदाज करके बनायाहुवा है। इस अंतरास्ट्रीय एयरपोर्ट का नेपाल सरकार 13 फेब्रुअरी 2023 का शिलन्यास किया था जो 2 साल का भीतर टर्मिनल भवन का काम अंतिम चरणमे है। जो कॉन्ट्रैक्ट पूरा होने से पहले काम सम्पन होनेका लक्ष्य है। जो ये काम का ठेक्का कोशी डाँफे जेभि कंपनी को दिया हुवा है। नेपाल उड़ान प्राधिकरन बिराटनगर बिमानस्थल आयोजना का अनुसार भौतिक प्रगति 49% और वित्तीय प्रगति 43% होचुका है। इस बिमानस्थलका निर्माण कुल लगत 3 अरब 12 करोड़का है।

Airport Facilities:

बिराटनगर बिमानस्थल का सेवा कुछ इस प्रकारका है। इस टर्मिनल भवन का यात्रु क्षमता 550/घण्टा का होगा। इसमें हवाई जहाजका टिकट चेकिंग काउंटर 14 होगा। इसमें VIP कांउटर 03 होगा। बिराटनगर बिमानस्थल टर्मिनल भवन में VIP कक्ष 03 होगा। बिराटनगर बिमानस्थल टर्मिनल भवन में मीडिया और मेटिंग कोठा होगा। बिराटनगर बिमानस्थल टर्मिनल भवन में एक बड़ा कॉन्फ्रेंनस हॉल होगा। बिराटनगर बिमानस्थल टर्मिनल भवन का बितर स्टान्डर क़्वालिटी का सौचालय और शावर रूम होगा। इस टर्मिनल भवन में रेस्टुरेंट और शॉप होगा। ए टर्मिनल भवन तीसरा फ्लोर तक बनाया गया है जो की बेहद खूबसूरत और सिनिंग इंटीरियर होगा। इसमें ऊपर चढ़ने के लिए 3 प्रकार का सीधी होगा पहला सीढ़ी, लिफ्ट और एलिवेटर जो असक्त यात्रु के लिए बहुत आसान होगा। बिराटनगर बिमानस्थल का भितर गार्डेन, वाटर फल, कलरफुल लाटीग डेकोरेशन होंगे।
